Chin-to-brow percentage range

Italy publishes no millimetre band for the passport photo. The official rule is proportional: the span from chin to hairline fills between 70 and 80 per cent of the 35×45 mm frame. The upper marker is the hairline rather than the crown. Measuring from crown to chin makes the face read larger in this system.

ICAO guidance for passport and visa photos

The visa photo uses the same ICAO guidance that the passport page cites, so it has the same 35×45 mm rectangle and the same proportional measurement. One careful session covers the Italian set. Different ministries handle the two documents; the photo geometry is identical.

White background, lighting, expression, and retouching

Use a plain white background, frontal light, and a neutral expression. Retouching is refused by name. The proportional band tolerates framing differences more than shadows.

Chin-to-brow measurement errors

A head small enough to pass a 32-36 mm crown band can still measure under 70 per cent at the hairline. The Italian check measures the face rather than the hair above it. Extra hair volume does not improve the measurement, and a receding hairline does not reduce it.

Background faults

Off-white paint, gradients, and shadows behind the head do not meet the white-background rule, regardless of the proportions.

Retouching rule

Smoothed skin, brightened eyes, and files that an app has touched are refused for passport photos. The visa side applies the same rule.
